Is 22 too late to start a career in modeling and become a supermodel?

My friend is almost 23. She has dreamed of becoming a model ever since she was young, but she never took her chances because she didn't have the confidence and her mother was opposed to it. Now she really wants to model, but she thinks it's too late now (since all the supermodels such as Giselle, Adriana Lima, and Kate Moss started during their early teen years). I think she should take her chances because she's 5'9 and has a frame of 34.
