you mean the WMD reports that turned out to be not all that accurate? I doubt Bush is intelligent enough to be a shadow tyrant, but Cheney is behind the scenes pulling the strings, making billions for his Haliburton and Blackwater companies. The British Government under then PM Tony Blair also fabricated evidence to prove that Saddam had WMD to trick the British public into going to war, and to mislead the UN and also to add creedence to US intelligence's misleading reports.
